Everyone who does national service has to pass an annual shooting test, and people practice (I know, I cycled on a road across a shooting range once and could hear the bullets fizzing over my head). So I'm not sure how controlled ammunition is.
The military service ammo comes in sealed clips that you have to present for inspection annually. If any are missing, it is a criminal offence.
Training is done with ammo that isn't kept at home.
