I dont find 160mm for rear overkill. Kn my bike i find the rear brake very effective and difficult to lock but that is partly the tyres and the panniers sitting over the back wheel with load in them.
That would make sense, I usually ride front loaded with little to nothing on the rear, even with 48mm tyres it's diffcuilt not to lock it in the wet.
