I've found it can often be a little off.
So did I, usually because the bolt often move the calipers when tightening up, which is a bit annoying.

I have the same issue with my Shimano BR-CX77. Do you mean out copper slip on the ID of the washer as opposed to its upper/lower surfaces? I'm keen to give this a shot.
Between the washer and the bolt, a very tiny amount and a very careful tighten each one by one.
