I arrived at that number by assuming 1000 mAh in 1 hour would = 1A, so 75% of that would be 750 mAh / 45 min at the same discharge (with a bit of room for efficiency).
Peukert's law (had no idea what it was called) shows the rough principle, but it does depend on battery chemistry. Certain chemistries (Li-ion in particular) are a little more tetchy than others when it comes to capacity and discharge rate.
