LOL. There's no such thing as the EEC, and Benelux is a treaty organisation dealing mainly with domestic law in the signatory countries. Intra-EU trade is governed by EU regulations, which apply equally to the three Benelux countries as they do to any other EU member state.
Customs delays on intra-EU consignments can be caused by inspections for contraband, which includes things which are illegal to possess in the destination country (weapons, drugs etc.) and things which are illegal to trade between EU countries, mainly counterfeit goods.
Yes and no. My dodgy polski discs arrived after two weeks, and were held at customs. Either the ten day wait was in customs, or the one hour wait, depending on if you trust the tracking info updates.
