Belgium is Benelux, so slightly different to regular EEC
LOL. There's no such thing as the EEC, and Benelux is a treaty organisation dealing mainly with domestic law in the signatory countries. Intra-EU trade is governed by EU regulations, which apply equally to the three Benelux countries as they do to any other EU member state.
Customs delays on intra-EU consignments can be caused by inspections for contraband, which includes things which are illegal to possess in the destination country (weapons, drugs etc.) and things which are illegal to trade between EU countries, mainly counterfeit goods.
Is it normal for packages being sent from within the EU to be held in UK customs on arrival?
I have ordered a backpack from Eastpak (total value £25 and dispatched from Belgium) and it has been sent through UPS. It is currently being held at the UPS warehouse at Midlands airport and being reviewed by customs.
