By the letter of the law anyone that opens a vehicle door without checking it is safe to do so and causes an accident or injury has borken that law, so there may be legal ramifications.
The problem is with the attitude: send a cyclist flying and an apology and swift pat on the back is enough for a Government minister, leaving the cyclist on the ground, injured and in shock, and his bike damaged. No attempt to call an ambulance, they all just leave.
