I know people in London who once were big advocates of keeping bees in the city, not as much now though.
I think the problem has been that new hobbyists embrace beekeeping initially and then as interest wains, bees end up dying en masse. Sort of like when some people get a pet as a gift, though I'm sure your dad wouldn't be like that.
Now a days they mostly promote bee friendly environments in cities.
