That's completely bullshit.
You don't need to build up a bike just to test it out, if they want to do that, they would use the frame alignment tool to ensure they're within EN 14781.
The only thing I can see is normal is installing the headset and fork as I have seen some frame come with the fork in it (rather than seperated).
Techincally it's a soiled stock and should be priced accordingly.
Apparently they installed the headset as a 'kind gesture' and 'tested' the frame before shipping by fitting wheels and a bottom bracket? I think the guy has been sold a display or demo bike.
