'Oil' or diesel-solvented bituminous road surface?
I'm told that HGV's often fill their fuel tanks to the brim,
then when traversing roundabouts a little too quickly,
the fuel slops out through some kind of poor overflow valve,
dumping some diesel on the road surface,
which then solvents some of the bituminous wearing layer to an 'oily' mess.
