I think those are put there to mount a frame lock on. Pretty handy in the city for quick lockups!
u can also bolt a rear rack to those holes 2 holes on the top, leaving the one for long reach brakes i guess
Those brake bridges are usually on low end 27" semi-race or tourer bikes you can find for really really dirt cheap.
