Highway code Rule 170 says you should give way to peds already crossing a side road, and some more modern cycle lanes have give way markings implying that cyclists retain priority over the side road from incoming traffic. However there isn't a universal rule about giving way to those carrying straight on, and most paint-on-pavement cycle lanes have give way markings for cycles at the side road (which is partly why they're so crap). Hence this petition, I guess.
I'm always amazed when I visit at how everyone in Berlin gives way like this, it just seems so natural and polite. Even if they changed the rules here though, it would take years to bed in.
edit: just seen that it already is in the highway code, but I guess the lack of a 'must' there means that it's just guidance rather than law:
