Legal if you have a reason or excuse to carry it. If you use it at or for work and are going to or from said work you'd be fine. Going to the pub or in town of an evening you might struggle to explain it. If you have a perfectly reasonable reason to carry it then you're okay but as with most police contact if you pass the attitude test you can get away with murder.
Finally there's always the "I just found that down the road and I was taking it to the police station". As long as it is not prohibited like a flick knife there's no reason once you have delivered it to the police station that you could not claim back said "found knife" after six weeks or so.
