You can usually find new/unused lower end wheels that come off new bikes for pittance
Giant wheels seem plentiful as they come on Specialized Roubaix/Giant bikes fairly often. http://www.ebay.co.uk/itm/Specialized-Axis-1-0-Wheels-700-/182368582156?hash=item2a7603ba0c:g:Gq4AAOSwOyJX6Ttq

The Giant tyres I quite like, I have some rigid bead and folders on two bikes and very happy (well did pay £14/pair at Rutland)
