Team orders are allowed and have been since 2011.
I imagine he wanted to minimise the risk.

Because Hamilton will have been sandbagging the sections where it's near on impossible to pass and then giving it the beans elsewhere.

Apologies if I have missed it, but is there any discussion of why ROS did not pass LH, but asked him to speed up? Looks like team orders to me, but we know that's not allowed. Just ODD.
