Legal if you have a reason or excuse to carry it. If you use it at or for work and are going to or from said work you'd be fine. Going to the pub or in town of an evening you might struggle to explain it. If you have a perfectly reasonable reason to carry it then you're okay but as with most police contact if you pass the attitude test you can get away with murder.
Finally there's always the "I just found that down the road and I was taking it to the police station". As long as it is not prohibited like a flick knife there's no reason once you have delivered it to the police station that you could not claim back said "found knife" after six weeks or so.

@Constable_Savage thanks for clarifying. Not sure I'd take my chances. I keep a locklless Victorinox in my cycle bag 'just in case' but I assume that is fine. I've even got into gigs with that in the bag though that's because I forgot about it and security didn't look very hard (I have a good attitude I guess).

If it is folding, doesn't lock and has a blade less than three inches you could whittle a stick in the street if you so wished. Better not to go baiting the filth though.

Purely out of interest, what's the score with an Opinel? You can lock it shut that's obvious but my father-in-law pointed out that you can also lock it open... I was completely oblivious to this til he stumbled upon it... Not even sure it's intentional on an Opinel but it does work...
