I really rate the classic wind jacket. I wore mine for the Manchester to London ride this year, and got rained on for pretty much the first 130km through the Peaks. Was supprisingly dry and comfortable for the whole day. When it stops raining you can unzip it and the wind drys you pretty quick.
It wasnt cold though that day though..... It would have been a tough day if it was cold.
It's great for the mountains too.
But as @Señor_Bear says, it aint a proper rain jacket.
