You think that just making a shim from a can tin, cutting it the same shape as the halves should do the trick?
The shim needs to sit on the bevelled faces, might be tricky to get it to stay there while you're assembling everything but it has to be worth a try before setting off down any more expensive roads.
Not clamping how?
If the two halves are meeting in the middle before they apply any force to the seat post, it's probably because the bore holding the clamping parts has pushed away from the seat tube. It might only take a small shim to re-establish contact.
