On the touring bike? basically use a damaged MTB mudguard, cut it off and screw it in with two bolt.

No, it was at the front of the rear mudguard, to protect the BB and cranks.

Worth noting that my PDW Full Metals are doing very nicely indeed. Looking for some large flap action, any suggestions? Guess I want to remove the current flaps and install new ones in the same spot (there are bolt fixings etc).

I was quite happy to pay the £9 or whatever it came to with postage for the Raw in order to get something that will - I hope - look nice.
DIY look is fine on some bikes/for some people but I wanted something a bit more 'polished'.

IME 45mm VOs are not a comfortable fit over 35mm tyres so I'm gonna guess 35mm fenders over 30mm tyres is gonna be problematic.
Guess it depends on the model of tyre though.

I used some soft-ish 3mm rubber and it's worked fine. It isn't rigid, but it doesn't need to be - just account for it drooping when you cut it. Certainly a lot cheaper than one of the RAW ones!

I have a light touring (I think) frame, which I reckon I'd be able to fit 30c tyres in with mudguards. What are my options? I'd like something nice, and dark.
Looked at pdw but I reckon the tyres will look tiny under 45mm guards, and feel like 45mm guards might be too big for the frame.
Do I stick to 28c tyres? -
