I tried a 25 mm tire (Panaracer Race A, slightly on the large side) on a 23mm inner-width rim. The profile was beautifully u-shaped, the ride quality was great, until I took a corner a bit too fast ; before I knew it, I was on the ground - when you really get on the angle, you're slightly on the carcass, not on the thread, and lose grip quickly.
Incase anyone was wondering, a 23 GP4000sii measures up nearly 26mm on a 21mm internal rim. Not sure I'd ever want to actually ride it like this but interesting to see what it looks like (i need to get out more)
