The legal issues would depend on the jurisdiction. I would only consider using it on foreign spammers, my logic being that if they love spam so much, they surely wouldn't be opposed to a sudden deluge of email. You'd be violating the TOS of mailbait though. And you probably shouldn't do it from work.
