My 38mm Pari-Moto measure 37.6mm on rims 23mm external and 18mm internal.
So, yes, it could be the rims but also pressure or how much use the tyres have got.
If the 27.5x1.75 Gravel Kings don't work for you and prefer not to send them back I might be interested. -
They make a 27.5" x 1.5" Gravel King too!

My new 38mm Pari-Motos (via @pryally) measure up at 40mm. Is this common with these or is my rim making it wider? (21mm internal 26mm external)
Looking at the clearance I doubt I'm going to get the wider gravel kings (27.5x1.75) in there so might have to arrange an exchange with winstanleys. I guess it could be that these measure big and gravel kings measure small? (They've not arrived yet)
