I started seeing decimal odds quoted online in the mid 90s but you can generally choose which you prefer.
That bookie is an interesting case. It attempts to be decentralised and stateless...the theory is that it resides in the cloud and under no particular legal jurisdiction using some pretty cool tech to obfuscate where the swarm is hosted. It is obviously questionable whether they achieve statelessness but its an interesting project nonetheless.
tldr, decimal odds are the norm for international bookies.
