you could countersink the hole and fit a countersunk bolt.
you might get problems if you were to fit a brake later on though. -

I will never fit a brake to this bike. Never. Good suggestion though. Not too thrilled about removing more material from the forks but will consider it as it's the only way it'll sit flush.
Right now I'm thinking of something like a carriage bolt, see image below.
I'll have to grind away the square part & then screw it on to brake bolt nut holding the bolt from underneath the steerer tube with some needle nose vice grips.
Maybe that wouldn't look to bad? -

Couple of brake bolts with some threaded rod inbetween? Seems drill free although I suspect the front hole is smaller so that may not work.

Seriously, you could just snip the domed head off a silver thumb tack and glue it on the fork. would be near invisible, cheap and light.

A Chicago screw might work. If the shank is a bit narrow you could araldite it in or tape it up to make an interference fit. You could even cut down a rawlplug so that the compression of the screw expands the plug into the hole to get a good grip.
EDIT: just noticed that the front-right item in @Constable_Savage's image looks like a Chicago screw, although I'm not sure if that's a screw or press fit.

I'm still undecided though which is not a bad thing as it's snowing outside right now & this is not that kind of bike. No rush.
I'm still considering the idea of a carriage bolt since it might look a little bit more discrete.
All the above are good suggestions though, thanks again @drøn, @umop3pisdn, @Aroogah, @ffm & @Constable_Savage. @TRA nailed it with thinking outside the box. We'll see, maybe @mdcc_tester has the ultimate solution. -

Don't forget that you're trying to seat something on a curved surface, so I wouldn't suggest a bolt as that will leave a gap around the edge.

Is that the front of the fork though? That hole looks big for just a bolt so perhaps that's the back where it's been drilled for a recessed nut, in which case the tyre is fine.

A bit of googling didn't find an answer for this. Is there a corporate equivalent of a subject access request? i.e. a company can request the information that another company holds on it (rather than an individual). Cheers
