Is that the front of the fork though? That hole looks big for just a bolt so perhaps that's the back where it's been drilled for a recessed nut, in which case the tyre is fine.
(Yours is the right suggestion though)

I've been riding brakeless since 07' and I'm confident without one. Let's leave the brake discussion for another time, it won't make me change my mind but thanks for the heads up anyway.
Regarding the tyre, you're right it's on backwards. I'll flip the wheel when I get a seatpost, saddle, chain & pedals on there.
