I'm sure I don't, and it may be that your use of the phrase is unique, and is changes completely at the borders of Lancashire. But I don't believe that for a minute.
As Markyboy said far better than I can, it's an excuse for saying something that you want to say (because you are a bit of a cunt) that you know isn't actually acceptable in modern society (because despite horror-shows like Brexit, Trump, May etc we are gradually going forward), but want to say anyway.
