It's mad, particularly mad in this case as he "had never participated in competitive cycling".
He was just some guy who ordered a box of steroids which got found at customs. Customs must have then asked all the sports associations if he was "one of theirs" at which point British Cycling would have searched their membership records and found he was (presumably for the insurance or via his club membership). They then went round to his house and demanded some piss, which he declined.
Now he's banned for 4 years from a sport he's never competed in....
Mad.
