I've called Manchester velodrome and it kind of checks out, they had peugeot bikes for a while. According to the person I spoke to, they still have a few hanging around.
I found a single picture for a supposedly same bike, albeit in a slightly smaller size. The forks I've got are exactly the same.
You're right, it's a zen messenger.
