I don't get the picture. Is the frame upside down or is the wall upside down or is the frame upside down and the pic turned 180° or is the frame and pic turned 90° counterclockwise?

The frame is hanging from its fork/headtube, the pic is turned 90 degrees. The watering can is the clue.
