No its a road frame. Dropouts aren't quite vertical and have some movement so it miht be possible to run it fixed.

TT lo pro in columbus air is 55cm ctc top and set tube.

if you were to roughly estimate that an Air frame has an extra £100 rarity tax on top of a makers name, you'd not be far wrong; seat posts (condition/cut/missing) can be the deciding factor
