No problem - do just remove any loose surface stuff with a small piece of 600 grit rolled into point then put a bit of Kurust on ( I use a small piece of cloth instead of a brush). Wash any excess off . Then you can touch up with paint.

Concorde team PDM bike - London based and has another Concorde and a Ciocc built U.Scanini bike.
Top tube of PDM reads
"De Kesel Eddy" which is painted on according to the the seller and its 59cm centre to top.

Looks like it may be a respray? Owner notes in description it's a Peugeot.

Concorde 'PDM': This is not the PDM colours if you look closely, but is kind of similar to the eye from afar.
