Out of curiosity, based on the evidence you've read, why don't you think adding a tax to more polluting vehicles will discourage their use?
Or do you not think that there is a correlation between vehicles with higher emissions and air quality?
It will discourage a few, while the taxes paid will increase the cylinder capacity of very expensive cars of others. Like every other story that they make you read.
