And Rudy Giuliani:

In recalling the aftermath of 9/11, Giuliani wrongly told the crowd: “I don’t remember seeing Hillary Clinton there.” There are numerous photographs of Clinton, then a New York senator, with Giuliani at Ground Zero.

Clearly one of Clinton's doubles- see how she has a mask obscuring her face...

This particular double was relatively new in the employ of the Clintons and had not yet had a rather distracting mole removed from near her right nostril. However, the usual double was in a rather sticky situation in Tulsa so they needed someone to fill in pretty sharpish.
