Whats the purpose of this bike meant to be? Id say shopper bc basket/rack and flats but looks like a lot of money to be locking up, plus it has two bottles. Surely its not a tourer bc flats, only one rack and risers?

Yeah, I toured 2k 1800km this summer on flats. No regrets, really.

I tour/long day rides on flats risers and one rack with a basket ....feels awesome
