I found it ambiguous even if you didn't (probably has something to do with you writing the rule) and I disagree with your suggestion that people readily shop around on different sites. For example, I do most of my selling on Facebook, and I know that despite the fact that I'm a member of 9 suitable groups facilitating buying and selling, many buyers are only a member of 1 or possible 2 of those. Hence, I advertise on all of them. Likewise, I advertise on BikeRadar and timetriallingforum, because the audience isn't really the same yet both are interested and indeed buy what I advertise. Spam doesn't seem to be a problem worthy of resolution on those fora despite the absence of any equivalent rule.
I'd take everywhere else over here so feel free to delete.
