Don't 540s have a different axle?
Yes, and given the tiny price premium you might as well get 540. Also, they just look more expensive, out of all proportion to the actual price difference. It's a little bit of bling which makes it look like you chose your pedals rather than getting them thrown in with the bike.

520 has a plastic lockring, 540 has metal. Otherwise identical!
