650b would be lovely, but I'll just stick with 700c as it'll be much cheaper;)

Sure the CAAD 12 can take up to 30c and will still be super fast

650b is cheaper than you think, any MTB 27.5 wheelset will work with it (providing it can accept the Shimano 11 speed cassette).
