30 mm is the max on my pedigree. No guards obviously.

OK, I have a Honky Tonk but the standard rim brake version. One day might do something similar - flat bars, guards etc to make it a commuter/town/shopping bike. Reckon I could maybe squeeze mudguards around 28mm tyres with some fettling. Enjoying the road set up atm though.
