A lot of 27" tyres are 65psi and these look like them, just in 700c flavour.
They also look a bit cheap but if it's just rolling around at low speed they would be ok I'm sure. The rubber is just molded on at the end of the day, the structure of the tyre is in the mesh and tyre bead.
Cut it up and have a look.
Then buy some better tyres.
