And what's the big deal with sunk costs anyway? That money paid somebody's wages, which then went back into circulation in the wider economy - plenty of it will find its way back into the state coffers as income tax, VAT etc.
I'm perfectly happy that a portion of my tax money are spent considering ideas that are then shelved. The consultation process will have provided good jobs for someone, and even unrealised ideas contribute to our overall knowledge base.
