Loctite, because you're clamping soft material. If you applied enough bolt tension to prevent loosening by thread flank friction, you'd probably damage the cleats or the shoes.

'I see their point, but I personally don’t think that low-strength Loctite is going to do a whole lot when you look at the torque involved in pedaling.' Author is idiot. Ignore.
