I know that you like your broad generalisations but this is just wrong.
No law enforcement agency is above reproach but the idea that NYC is squeaky clean because large + metropolitan = not racist (which works so well in London) is patently false.
Also southern = racist is equally lazy. Former NYPD police commissioner Lee P. Brown (NYPD's first commissioner from outside of the NYPD) served as a the first AA police chief in Houston, Texas & the first AA Public Safety Commissioner of Atlanta, Georgia, before moving to NYC in 1990.
So the police in the US managed to capture the terror suspect they think planted at least two bombs in crowded areas. They caught him alive, despite the fact that he was shooting at them.
Meanwhile, people who have been stopped for traffic violations get shot.
I guess it's progress, but it's quite surprising.
