@123seb @Sig_Arlecchino Well, you have to know that between 80 and 90's law changed and forkmount frames were banned and 650c front didn't, so clubs cut forkmounts and used frames with normal handlebars. That's the reason why this Rossin is like that, also why many Takhions has cut mounts as well.

You aren't thinking like club mechanics, why buy new fork, spend money when you can cut old? Remember, for cyclist those were just a frames, not something to adore. They ride to win not to look cool.
"hmm, in 25y those frames will be considered supercool, I'll leave this fork and put new 650 instead, to preserve it for collectors" - seems legit -

I believe paragraphs 1.3.021, 1.3.022 and 1.3.023 regulates design of fork and how bars should be mounted, and they don't mention possibility of fork mount, so obviously it is prohibited, otherwise it would be regulated.
@young_gun I think they sometimes just bought new frames, modern, and old were put in storages.

No, it regulates where bars are mounted. Both Emma Pooley's 2008 Olympic/World Champ UKSI bike with fork crown mounted bars and the 2016 Avantis with struts joining the fork blades to the bars passed post-Lugano UCI regulations.
More importantly, article 1.3.006 says "โThe bicycle is a vehicle with two wheels of equal diameter", so cutting the stem off the crown wouldn't make a bike with a small front wheel legal even if crown mounted stems were illegal, which they aren't.
obviously it is prohibited, otherwise it would be regulated.
That's not how the 45 page clarification of the 84 page UCI regulations works. If it's not explicitly prohibited, it is permitted.

As long as they meet all the other regulations, yes. The stumbling block would be that none of them has the "UCI Approved" sticker on the frame.
