It's not noticeable, and isn't an issue though. Unless your bike is setup wrong. I think the larger problem for him is fear of change.
Do you not feel the slightest of twist when riding with a straight steer fork?
Modern fork almost eliminate this, but I had notice that slight flex, but it was way too small to really impact the handling.
I have never noticed it, 1 1/8" or Tapered steerer. Even if it was a tiny bit, it would still make discs way better than any rim brake.
