'State funding' was because my brain hurts today and the words won't come.

Athletics gave a better list of what band of funding the athletes would receive. http://www.britishathletics.org.uk/world-class/2015-2016-funded-athletes/
So a few millionaire athletes (Mo Farah, Chris Froome, Mark Cavendish) listed as on funding lists.
