The frame was first painted white before yellow went on. Fluorescent (especially yellow) is very hard to cover so using the brightest primer or basecoat is a good idea for coverage. This 'activates' the fluorescent as it's very green and dull if painted onto a regular primer.
The logos are all stencil work, no decals on this frame!
