My HR strap (HRM-1 connected to an Edge 705 when cycling) used to go >220 some times, and often in exactly the same place (Danebury Avenue, Roehampton near where the buses turn round). I think it's something to do with either buses or the comms they use to speak to TFL's tracking system.
