Two issues here:
1-Employers are like consumers, they want best value
2-Sometimes the skills are not there
So how is the government going to solve 2? As I don't see how you can solve 1.
[this applies to the UK also btw...May can't possibly keep her promises if she doesn't fix 2, and it's highly unlikely 1 can be regulated much.
[unless the government starts to work with business and job agencies and education directly, which means big government which I don't think Tories want]
