You can change fork legs easily enough if you can get a replacement to fit. (A frame builder could do this easily enough) You could weld the crack up but people get verrrry funny about repaired forks. I'm of the opinion that's it's just metal and it wouldn't bother me as a decent repair shouldn't cause it to fail. Also bike frames are built with joints all over that are welded or joined in a way that's still strong but not as strong as a weld.
Would be cheaper to buy a replacement to be honest unless it's a super rare panto type thing. Keep in mind the parts, the labour on the repair and chrome. could be £200+ for a good job

People get funny about repaired forks because it's a highly stressed part (so more likely to fail if the repair isn't perfect), and likely to have serious consequences (if you're on a fast downhill and a repair fails, would you rather it's on a chainstay or a fork blade?).
If the forks are precious, speak to a framebuilder and see what they can do (blade replacement should be fine, repairing a cracked crown not so much), if not, look for a replacement.
A crash cracked the chrome pantographed forks of my vintage bottecchia SL. Can they be repaired good as new?. If so, who could do this?.
