Judging by the HT height and distance between crank the standover is pretty high, it would not fit me and I'm 5"5'.
But it's quite short. It may be meant for the long legged short upper bodied. Looks like a strange mix, say 55-56 by 53-54.

I know, I know... after my holiday I'm going to meet him and will take some decent pictures (I promised him to help him sell it because for me it's above my upper limit). I will take a hex key to put that saddle in a correct position.
The guy has 15 bikes for sale, the one crazier than the other (e.g. a Carbitubo with complete first gen C Record).

No, they are hold down bolts for the sick bucket, which is in turn necessitated by the stem.
